I could miss something but I'd say you're confusing two artists here Gandalf.
Cezar Pe did Sigismund (above and in a already existing thread - merge anyone?) and is working on the Vecchi Tempi (another thread) deck which is antique style oriented. He is, to my knowledge a Polish
artist living in Japan

The two decks you mentioned are done by Zcape Hec a Frensh
artist.
