Considering both Legends & WJPC. Legends was the preferred one but getting the sample deck printed through WJ. The puzzle box will be manufactured in China and I've go through a pritner in China so that there is less complexity involved in assembling the boxes while having everything produced in the same country.
I have got good experience with WJ till now and so do my backers who got the limited edition variants of Motley Pack, Kalevala and Bharat deck through then.
Hot foil is a bit different thing though. A good friend and designer (thanks to him once again) told me recently that WJ's gets some kind of detailed foiling and cold foil done from the same factory as used by expert n legends, and when I reached out to them, they agreed to get this sample deck printed through that factory. It is a test for me and I am cautious but the outcome will only tell if it is worth doing hot foil on this artwork and through that factory. I am sorry to hear that you don't have good experience with WJ but I didn't face any issues and in fact, got them to get me a sample foiled deck printed too, which you won't find elsewhere.
A question to you is apart from Lotrek, where have you seen a sample or prototype foiled deck with at least one of the sides foiled. I have not seen any apart from some mockups or renderings shown but no real prototype decks. WJ is getting me that printed too, upon my request.
